Regulation and Market Evolution in 2G Telecommunications Markets: Some Observations

This paper looks at interdependencies between public policy regarding technological and competitive parameters in second-generation (2G) mobile telecommunications markets and market evolution. Making use of significant differences in the policies adopted by various countries, we present information on market outcomes by "policy classes" offering some tentative conclusions about the effects that different policies may have on the success of new technologies.
